വിമാനത്താവള നടത്തിപ്പുകാർക്ക് വിമാനക്കമ്പനികളിൽ ഓഹരി പങ്കാളിത്തം ആകാം: കേന്ദ്ര സർക്കാർ

പൊതു-സ്വകാര്യ പങ്കാളിത്ത കരാറുകളിൽ നിലനിൽക്കുന്ന നിയന്ത്രണങ്ങളിൽ ഇളവ് തേടി എഎഐക്ക് അപേക്ഷ ലഭിച്ചതായി മന്ത്രാലയം.

ന്യൂഡൽഹി:രാജ്യത്തെ പ്രധാന വിമാനത്താവള ഓപ്പറേറ്റർമാർക്ക് വിമാനക്കമ്പനികളുടെ നടത്തിപ്പിലോ ഓഹരി പങ്കാളിത്തത്തിലോ ഏർപ്പെടുന്നതിന് പൊതുവായ വിലക്കുകളൊന്നുമില്ലെന്ന് കേന്ദ്ര സർക്കാർ പാർലമെന്റിനെ അറിയിച്ചു. എന്നാൽ ചില പൊതു-സ്വകാര്യ പങ്കാളിത്ത (പിപിപി) കരാറുകളിലെ വ്യവസ്ഥകൾ നിലവിൽ ഇതിന് തടസ്സമാണെന്നും സർക്കാർ വ്യക്തമാക്കി.

വിമാനത്താവളങ്ങളും വിമാനക്കമ്പനികളും തമ്മിലുള്ള പരസ്പര ഓഹരി പങ്കാളിത്തത്തെക്കുറിച്ച് രാജ്യസഭയിൽ ഉയർന്ന ചോദ്യത്തിന് മറുപടിയായി വ്യോമയാന സഹമന്ത്രി മുരളിധർ മൊഹോൾ എഴുതി നൽകിയ മറുപടിയിലാണ് കാര്യങ്ങൾ വിശദീകരിച്ചത്. നിലവിലുള്ള കേന്ദ്ര വ്യോമയാന നയത്തിൽ വിമാനത്താവള കമ്പനികൾ എയർലൈൻ മേഖലയിലേക്ക് കടക്കുന്നതിന് യാതൊരു തടസ്സവുമില്ലെന്ന് മന്ത്രി പറഞ്ഞു.

എന്നാൽ പിപിപി മാതൃകയിൽ വികസിപ്പിച്ച ചില വിമാനത്താവളങ്ങളുടെ കരാറുകളിൽ എയർലൈൻ കമ്പനികൾക്കോ അവയുടെ സഹസ്ഥാപനങ്ങൾക്കോ വിമാനത്താവള കൺസെഷനയർമാരിൽ ഓഹരി പങ്കാളിത്തം വഹിക്കുന്നതിന് കർശന നിയന്ത്രണങ്ങളുണ്ടെന്ന് മന്ത്രി വ്യക്തമാക്കി.

ഇത്തരം കരാർ നിയന്ത്രണങ്ങളിൽ ഇളവ് നൽകണമെന്ന് ആവശ്യപ്പെട്ട് എയർപോർട്സ് അതോറിറ്റി ഓഫ് ഇന്ത്യക്ക് (എഎഐ) അപേക്ഷ ലഭിച്ചിട്ടുണ്ടെന്ന് മന്ത്രാലയം സ്ഥിരീകരിച്ചു. അപേക്ഷ എഎഐക്ക് ലഭിച്ചിട്ടുണ്ടെങ്കിലും വ്യോമയാന മന്ത്രാലയം വിഷയം ഇതുവരെ പരിശോധിച്ചിട്ടില്ലെന്ന് മന്ത്രി വ്യക്തമാക്കി.

ഡൽഹി, മുംബൈ തുടങ്ങിയ പ്രമുഖ വിമാനത്താവളങ്ങളുടെ പ്രവർത്തന കരാറുകളിൽ വിപണിയിലെ കുത്തക ഒഴിവാക്കാനും മറ്റ് എയർലൈനുകൾക്ക് തുല്യ അവസരം ഉറപ്പാക്കാനും ഇത്തരം നിയന്ത്രണങ്ങൾ ഉൾപ്പെടുത്തിയിട്ടുണ്ട്. ഈ വ്യവസ്ഥയിൽ ഇളവ് അനുവദിച്ചാൽ വിമാനത്താവള നിർമ്മാണ-നടത്തിപ്പ് കമ്പനികൾക്ക് വ്യോമയാന രംഗത്തേക്ക് നേരിട്ട് കടന്നുവരാൻ വഴിയൊരുങ്ങും.
